Norma Tilton

Norma TiltonNorma Tilton is an Ordained Minister, Marriage Educator and Counselor/Coach. She serves as Executive Director and Pastor of Our Father’s Heart, Inc., a para-church organization that ministers through worship services, Pastors and Leaders’ monthly Prayer Gathering, relationship skills training, marriage and premarital counseling and community outreach.

Norma Tilton was contracted by Cecil County Department of Social Services in early 2005 to consult for them to launch a Healthy Marriage Initiative in Cecil County. Inspired by the success and growth of that venture, she embarked on a mission to birth Marriage Works of Harford County, Maryland, in November of 2005. She serves as the President of this faith-based coalition made up of strong community leaders who have a passion to strengthen marriages and prepare singles for marriage.

Norma is the successful business owner of SERVANT LEADERSHIP, serving as a Management Consultant, Trainer and Motivational Speaker for over sixteen years. She contracts with corporations, government agencies, not-for-profits and faith based organizations. She strives with passion to achieve crucial changes in organizations through principled leadership. She was nominated in 2005 for the Athena Award given to women in leadership who have impacted Harford County, MD.

Norma Tilton has attended Valley Forge Christian College, the Community College of Baltimore and Loyola College in Baltimore. She is a graduate of the Harford Leadership Academy and a member of the Harford Leadership Academy Alumni Association. She is also a member of the American Association of Christian Counselors with certification from AACC in Caring for People God’s Way.  Also, has received certification for Level 1 training in Gottman Method Couples Therapy.

Advisor to the President

Allan Gorman

Allan GormanIn addition to his full time role as a Pastor of Harford Community Church, Allan has also been a writer, conference speaker, counselor, and seminar leader, and church pastor for twenty seven years. He graduated with honors from Milligan College (Tennessee), and received an M.S. in Counseling Psychology from Loyola College in Baltimore, Maryland. He has led spiritual retreats for pastors and lay people, spoken to church groups across many denominations, helped churches and Pastors in crisis. He is sought after for church leadership consultation. He has written a handbook entitled, “Preparing for Marriage”, authored several study guides to the Bible, and has led a seminar in Baltimore’s Inner Harbor entitled, “Couples on the Grow” – an enriching multi-session couples conference. He and his wife are certified trainers for Foster Care Parent Training for Harford County.

Allan has been married for twenty-nine years to his wife Peggy, sharing the joy of their two daughters Noel and Katie. They live in Forest Hill, Maryland.

He helped sponsor and lead the spiritual component of the County’s 9/11 memorial service in 2002 at Ripken Stadium. His church has linked with The Foster Care Parents Association of Harford County to support and encourage their work through special celebrations.

He has spoken in a wide variety of venues from addressing student groups at MIT and Boston University to being the keynote speaker for business conferences. He has presented talks on a wide array of topics to audiences of all ages, educational backgrounds, and socio-economic groups. Those topics include Decisions that Make History, The Essentials of Good Business, and relational topics such as, The Life Focus Matrix, The Communication Challenge, Love, Sex, and Dating, Family Finances, Parenting with Purpose, Think Eternity and many other subjects.


Vice President
Jeff Kersey

Jeff Kersey, VP

Jeff and his wife Edna are currently the Marriage Ministry department heads at Helping Hands Ministries under the leadership of Bishop Roger Tatuem, Founder and Senior Pastor. They have served as the ministry leaders since establishing it 2010 after a series of prophetic calls. In addition, Jeff serves as assistant department head for the Baptism and New Member Ministries.

Prior to moving to Bel Air, Maryland in 2003, Jeff and Edna served as the Couples Ministry leaders at The Glorious Church in Raleigh for 10 years under the leadership of Bishop William and the late 1st Lady Delores Spain where they grew the ministry to nearly 90% participation by the couples at the church. He also served at the Vice Chairman of the Deacon Board, member of the Trustee Board, Sunday school teacher, Children’s Church instructor and Vice Chair of VBS.

Jeff has been married to his wife, Edna, for 30 years and they have three daughters, Laponda, Jackie and Shanda, and three granddaughters and one son-in-law.  His passion is for strengthening families and church marriage ministries and hopes to help Marriage Works build strong relationships with pastors desiring to establish this key ministry within the congregations that they shepherd.

Jeff has a professional career that expands 35 years in the Telecommunications, Information Assurance and Cybersecurity industries where he has held middle and senior level management positions in Manufacturing Operations, Development Engineering, R&D and Quality Assurance. Recently he held the positions of Director of Systems Validation Quality Assurance at SafeNet, Inc. and Sr. Manager of Supply Chain Management at Hexis Cyber Solutions. Currently Jeff leads the Customer Support team at SafeNet Assured Technologies as the Sr. Manager where he is responsible for managing the Professional Service, Training and Technical Support functions.

Jeff has a Bachelor of Science degree in Electrical Engineering from N.C. State University and has taken advance graduate courses in business and economics at Campbell University and Loyola University. He is starting the MBA program at the Robert H. Smith School at UMD in the fall of 2016.




Neil E. Tilton

Neil E. TiltonNeil Tilton is an Ordained Minister in Our Father's Heart, Inc., a para-church organization that focuses on the healing and restoration of people and marriages. Neil serves as President with responsibility for recording all financial records for Our Father's Heart, Inc.

Profession work experience spans 38 years as an Industrial Engineer and Plant Manager in Manufacturing before leaving to answer the call to full-time ministry in Our Father's Heart, Inc.

He has 30 years experience coaching various church softball and basketball teams in the Baltimore region, which has given him a wealth of experience working with teams.

Howard Magness

Allan GormanHoward is currently serving as Consultant to the Marriage Works Board of Directors.

Howard is a Coordinator with New Life Christian Community in Bel Air, MD. He has belonged to this interdenominational community of believers, formed in 1976, for over 30 years and has served as a Coordinator for over 10 years.

Being raised in Harford County, Howard has been a member of Mountain Christian Church in Joppa, MD his entire life. He has served on their Board of Deacons, including as Chairman. He has also served as an adult Sunday School teacher. He is a graduate of Bel Air High School and has a B.S. in Business Management from the University of Baltimore. In 2008, he and his wife Barbara adopted 14-year-old Adam and currently live in Belcamp, MD. Howard is a retired Account Development Manager for Woodstream Corporation in Lititz, PA.

He served as Chairman of the Board of Set Free Ministries from 2006 to 2011 after having served as its first Chairman from 2000 to 2004. Set Free is a nondenominational missionary group that helps to equip local churches to transform their community with the love of Jesus - Set Free is currently serving the Greater New Orleans Pastors Coalition.

In 2008, Howard began "Lift Up Jesus - Higher Together," a ministry to multiply the community impact of existing Harford County Christian ministries by inviting churches to join together thus leveraging their resources, demonstrating the love of Christ, and transforming the community by meeting its physical and spiritual needs. As a tool, he developed a web site: He is on the local leadership teams for ServeFest, Global Day of Prayer, and One Church - One Home.

Administrative Assistant

Lori Frebert

Lori FrebertLori has been an Administrative Assistant for over ten years. She is a versatile administrative professional with a track record of achievement in office management, event planning, records management, scheduling, calendar, and communications. She is a reliable team player who contributes to the lasting success of the organization.

Lori joined the Marriage Works Team in Fall of 2012.  She recently received her certification as a Love Thinks trainor.  She has been married to her husband, Dave, since 1993.
